Worried about Nightwing's well being, Alfred dispatches Oracle to New York City to check in on him. She arrives at the Cloisters museum to find that Nightwing has become completely obsessed with finding Two-Face and bringing him in for the murder of Carol Bermingham. Having not slept for four days straight, Nightwing is compulsively leaving no stone unturned in his search for Dent and even Oracle remarks how much Dick seems to be channeling Bruce lately.

Likewise across town, Harvey Dent is standing at Carol's grave. Literally and figuratively split between the rage he feels over her death and the guilt for allowing/causing it to happen he unleashes a hail of gunfire on her tombstone and the tombstones nearby. The bullets ripping into the rock begin to dissolve the stones as each round seems to be cased with an acidic formula. Arriving on the scene just after Dent leaves, Nightwing takes a sample of the acid and returns with it to his lab. While waiting for the results from his computer's scan, he receives a call from Deb asking him out on a date.

He obliges but unfortunately the date is cut short as Two-Face announces his intentions to scar half the city with his acidic formula as an act of revenge for Nightwing allowing Carol to die. Two-Face makes his announcement in the form of thousands of pennies being dropped from the top of the Empire State building, hailing like tiny copper bullets by the time they reach the streets below. As Dick rushes Deb to safety he runs back to his lab to try and get a lead on Two-Face's whereabouts. From his window he spies a fleet of Goodyear blimps all headed towards the city.

With a payload of acid inside each blimp, Harvey is making his way towards the drop zone when Nightwing arrives on the floating vehicles of death. Using his skills as a former trapeze artist, Dick is able to hook each of the blimps together with industrial strength cables. He crashes through the windshield of the leading blimp to find Two-Face. He takes out Dent and uses the controls of the blimp to make a dive straight into the Hudson River. Swimming to the surface with Harvey in tow, Nightwing reaches the shores of Ellis Island and looks up at Lady Liberty - the symbol of the city he saved once again.
