PLOT:
Quickly realizing that he is under the effects of Scarecrow's fear toxin, Nightwing must overcome his personal demons in order to defeat the hallucinatory Rogue's Gallery standing before him. Using the fear to his advantage, Nightwing focuses his skills and senses to deliver vicious beatings to the nightmares charging at him. But after working his way through some of Batman's greatest foes, Nightwing finds himself face to face with a very real Two-Face. The mad-man admits to being the sniper from earlier, shooting Nightwing with bullets tainted by Scarecrow's toxin. He (Two-Face) claims to have been sent here on a contract for Carol's life and he detonates a bomb, blowing a hole in the wall and sending Nightwing flying towards the pavement below.

Although Nightwing is able to regain his sense of reality in time to save his own life, the bomb serves as enough of a distraction to allow Two-Face to shoot Carol in the chest. She begs for Harvey to take control and save her but it's all too clear that the mad-man Two-Face is firmly at the reigns as he escapes into the night. By the time Nightwing is able to return to the room, Carol has bled out.

With Carol dead the investigation into the scandal she testifying about is put to a stand-still. Two-Face arrives to receive his payment but one fateful coin flip later and Harvey Dent re-surfaces. Dent is enraged over Carol's death and blames Nightwing for not being able to protect Carol from himself. He kills the man who put the contract on Carol's life and heads out to exact his revenge.
