PLOT:
Nightwing descends into the cold tumultuous waters of the Hudson River in search of an entrance to Kendall's base. Deep under water he finds himself face to face with the corpses of all of Dr. Kendall's failed experiments attached to weights, left out to feed the fishes. Undaunted, Nightwing proceeds to the hidden entrance of the facility.

Dick arrives just in time to rescue Talia who was being taken into captivity for turning hostile after learning of Dr. Kendall's frivolous disposal of the inadequate soldiers (both young and old). Together the two rescue the Mother of Champions and put a stop to the baby factory. It is there that the learn the one healthy child born aging normally which Kendall has escaped with.

Nightwing and Talia make their way to the roof where they are confronted with a genetically younger Dr. Creighton Kendall who springs forth from his chair and attempts to abscond with the baby into the night sky. Nightwing quickly jumps on Kendall's back as he takes flight and causes him to drop the child right as lighting strikes Kendall. Nightwing goes into a free fall chasing after the falling child and manages to grab it and absorb all of the impact from hitting the water. The electrified Kendall plummets out of the sky splashing into the waters below where he becomes tangled in the ropes holding down his dead soldiers' corpses and drowns.

Mother of all Champions is able to hold one of her children for the first time in her life and know that it will lead a full and healthy life. With the Doctor dead, the remaining winged warriors pledge their allegiance to Mother of Champions who in turn grants them their freedom. She dismisses them telling them to live out the rest of their short lives in pursuit of the path of righteousness.

Finally Nightwing returns to Metropolis to check in with Superman. It seems as though this recent situation has caused the world to be more and more aware of just how dangerous a meta-human can be even after death. Clark and Dick decide on a proposed morgue for heroes and villains to be placed underneath the Hall of Justice and a National Memorial for bereaved loved ones to pay their respects at. With this latest crisis behind them, Nightwing and Superman both take off into the air in search of their next adventure.
