PLOT:
Finding themselves at a stalemate during the war for land in the ruins of Gotham City, Two-Face and Penguin forge and uneasy pact. Two-Face devises a plan to lure out the Bat by feeding him false information about a supposed trial by battle going on at City Hall. With the Bat away, this frees up Penguin to move in on Batman's turf.

Realizing the potential powder-keg their current standing puts them in, Gordon brokers a deal of his own once again with his mysterious benefactor. He does his best to keep Sarah in the dark about the deal by using Montoya as a contact person, but she has her suspicions. Despite a quite vocal disagreement rising up once again from Foley, at the stroke of midnight, Gordon plans on moving in on Penguin's territory with the help of his secretive "devil."

Despite a brief butting of heads between the former and current Batgirls, Batman finds out about Two-Face's supposed trial by battle and plans on putting a stop to it - be it a trap or otherwise! Batman swoops in and rescues a young woman (a plant named Isabella Cheranova placed by Two-Face) who in turn knocks him unconscious. Gordon and Penguin's troops converge on one main battle sites while Batman remains out cold.
