PLOT:
Azrael disobeyed Batman and saved a chief justice from being murdered by Scratch. Scratch made a speech on TV on why Gotham City should be cut off. With a 5-4 vote, it was decided Gotham City would no longer be a part of the union. Batman visited Azrael. He thanked him for saving lives and they made amends.
