SUMMARY:
While taking a troubled runaway back to her parents, Batman is shocked to find that the girls' family are among the latest victims in a string of serial murders plaguing Gotham City! All signs point to it being the work of the crazed serial killer Victor Zsasz. The only problem being that Zsasz is locked away in Arkham Asylum under the watchful eye of the Asylum's new caretaker Dr. Jeremiah Arkham.

Nephew of the asylum's founder Amadeus Arkham, Dr. Jeremiah Arkham is obsessed with understanding the deepest and darkest pits of human nature in an attempt to cure his troubled patients. Desperate to implement his new-wave techniques, Dr. Arkham has had the entire building renovated and has had state of the art security put into nearly ever corner. As such he is quite insistent that a dangerous inmate like Victor Zsasz could possibly escape his care.

Unsure as to whether or not he can truly trust the good doctor, Batman and Commissioner Gordon fake Lt. Kitch's murder so that Batman can be institutionalized inside of Arkham. There Batman (working alongside Nightwing) discovers that the contractor working with Doctor Arkham on the renovations had built secret escape tunnels into the Asylum and was auctioning them off in order to pay off his gambling debts.

Batman and Nightwing bring Zsasz to justice and while Dr. Arkham was in no way complicit in Zsasz's crimes, Batman makes sure to tell the doctor that he will be under the Dark Knight's scrutiny from here on out.

So bent on forging his own path, Dr. Jeremiah Arkham burned his uncle's personal diary when he took over Arkham Asylum. But now, after this latest debacle, the line between sanity and insanity that Dr. Arkham once found so clear is suddenly blurred. And as he sits up at night deciding to start his own personal diary, he wonders if the madness that once overtook his uncle lurks within him as well.
