PLOT:
Gotham is abuzz as the news coverage is coming in concerning the government hearings about No Man's Land. The decision to cut Gotham City off from the rest of society was a complete flop from a PR standpoint and now as Penguin's secret contact begins to move in more and more building materials it looks as though there might just be a light at the end of the tunnel for Gotham.

Catwoman delivers the disc to Batman who in turn hands it over to Oracle. The disc's contents are records of who really owns Gotham - records that might have otherwise been destroyed when Bane blew up the Hall of Records. Oracle has also tracked down the identity of the woman who has been meeting Penguin about the building supplies. Her name is Mercy and Batman is already familiar with her employer.

Mercy also turns out to be the contact person for Bane as well. Penguin and Bane eagerly await the opportunity to meet their mysterious benefactor in person when they arrive shortly.

Back at the Blue Boy HQ, Gordon and Sarah discuss the past year and Gordon takes the blame for his foolish pact with Two-Face. Two-Face is the subject of more conversations outside as Huntress (with Pettit and his team) tries to move in and execute Two-Face. Batman stands in their way and is able to turn them away - but Pettit does not seem to have given up the grudge.

Batman goes back to Gordon's garden on the top of Police HQ and begins to formulate a plan of attack with Azrael and Batgirl. Batman senses that Joker is about to make a move, so he sends Azrael and Batgirl to evacuate their territory (a steep task at over a thousand people!) so that Joker's inevitable attack will bring fewer casualties.

Joker is in fact preparing to make his move and gathers his troops to make their move into Bat-Territory.

Finally a government sanctioned helicopter lands in Grant Park. Penguin and Bane's secret partner steps out of the plane and reveals himself as none other than Lex Luthor!
