PLOT:
Although Superman's help was not needed earlier, this time it was Clark Kent who paid a visit to Gotham. The Metropolis farm-boy helps an old man with his gardening before hearing about the dry spell that has hit Gotham as of late. Normally a dry-spell in a large city isn't a big deal, but in No Man's Land,
the lack of clean water (for drinking and gardening) is always a concern.
Clark asks the man to take him to the community garden to see if his farming knowledge can be used to help the plants grow. Along the way he meets a homeless woman on a stake-out for the Oracle. Before too long the three are interrupted by Billy Petit. Clark learns that
Pettit's plans
for fixing Gotham involve a militaristic movement with enough bullets for every man woman in child in Gotham.
Pettit's stash of bullets comes from his own private post-apocalyptic contingency stash he had long before the Cataclysm even hit.
Pettit offers Clark a place on his militia but the homeless woman makes his decision for him by attacking Petit. Batman shows up just in time to put a stop to the resulting dust-up. He and Clark talk for awhile before he once again convinces Clark that a super-powered being is too much of a variable at this stage and could throw
off all of Bruce's plans. After sending some infrared heat rays up into the storm clouds above (and hoping Batman wouldn't notice), Clark takes off for Metropolis.
A rain begins to fall on Gotham.
