PLOT:
According to the Scarecrow there are only two factions keeping Gotham from descending into pure fear - the vigilantes and the missionaries. He wants to stop both. After the Scarecrow plants rats in the food supply of the Refugee Center, Father Christian is forced to make a deal with the Penguin. The Penguin can store his huge stash of weapons (the largest in Gotham) in the fall out shelter at the center and in exchange the Penguin will supply Father Christian with the food and medicine he needs.

The Scarecrow stumbles upon Father Christian storing the weapons in the fall out shelter and devises his plan. Scarecrow convinces the former False Facer, Mikey, that Father Christian wants him to go and ask his former gang members for the protection they will surely need now that they are storing the ammunition for the Penguin. At the same time, Huntress is telling Mikey's former gang members that he is off limits - Mikey is under the protection of the Bat-squad.

As Scarecrow had planned, Mike approaches his ex-gang member friends with a crate of guns as a peace offering. Thinking Mikey was a rat, they used one of the guns from the crate to shoot Mikey in the gut. Huntress finds him bleeding to death in the alley with a sign next to him that reads only, "Traitor."
