PLOT:
While Batman encounters both Cat-Man and Ratcatcher, Catwoman is approached by the Council of Three. They want her to steal the cowl and statue stolen from them by Thomas Blake, now Cat-Man. These are supposedly what grant him super-natural luck, and their absence has brought a period of ill luck to their South Sea island. Ratcatcher plans to use poisoned rats to pollute Gotham's water supply, but Cat-Man's plans are less clear. As they seem to be operating in the same area as each other, Batman is able to pursue them both.
