PLOT:
A fear worshipping cult leads two blind-folded men into the burnt out remains of an old church in one of the worst slums of Gotham City. The cult-members brutally execute one man but are stopped short when a mysterious stranger (Simon Dark) interrupts the ritual by slicing off the head of the cultist. The masked evil-doers cede the area to the vigilante, claiming that a sufficient amount of blood had been spilled for the ceremony but vow to return. The rescued man throws cash at the frightening vigilante who just saved his life and then runs away as well.

Later on, District Medical Examiner Beth Granger arrives on the scene and investigates the murders. According to the Detective named Tom (whom apparently has some history with Ms. Granger) - the beheaded cultist turns out to be a rich upper class businessman from the suburbs. Beth notes how numb the locals have become to violent crimes like this one. She overhears some children singing a nursery rhyme...

Beth enquires about this "Simon Dark" character to a local convenience store owner. The owner remarks that Simon is just a character the kids made up to help make them feel protected.

A ways away in a sprawling mansion, the apparent leader of the Geo-Populus cult is learning of his member's demise. Vincent, the man overseeing the botched sacrificed, begs for a second chance to take the lead on the next sacrifice. He is given the reigns of the next sacrifice and told that not only must it be bigger than the previous sacrifice to make up for the mistake  - but also his life is on the line.

Back in the slums of Gotham, Rachel and her father are moving into Simon's territory otherwise known as "The Village". While the two are inside moving furniture Simon reaches into one of their moving boxes and removes an Edgar Allen Poe book and replaces it with money from the man he saved earlier. On his way back to his shelter underneath the burnt out church Simon makes a pit stop at the convenience store from earlier and visits his "friend" the shop-keeper. Simon picks up some items including food for himself and his cat and leaves a more than sufficient amount of money on the counter to cover it.
