PLOT:
Having spent the better part of the last five decades in relative peaceful anonymity, the cavernous aircraft hangars on Blackhawk Island are once more filled with the violent battle cries of men on a crusade against evil. Inside, the blue-skinned alien once known as Starman, Mikaal is facing off against the eight-foot talking golden gorilla once known as Congorilla (now known simply as 'Bill'). The two, not your usual super-hero archetypes to say the least, have made the common mistake of confusing one another for the villainous scum they are both hunting down choosing to face off in explosive combat.

The accelerated healing factors of both men eventually bring the battle to a draw. It's during this time that they finally come to realize that neither one is in league with those they seek. Though just a short time ago, the people responsible for the murder of Michael's friend and the slaughter of Bill's entire tribe had in fact briefly stopped off on the forgotten island before making their way towards Paris. With a strong bond of mutual respect, the two warriors decide to combine their efforts in hunting their common foes. Commandeering one of the remaining aircrafts, Bill and Michael make their way towards France.

Meanwhile, Ray Palmer arrives in Central City to find the Flash museum in ruins. Standing amongst the wreckage, Jay Garrick sadly reports that Prometheus has struck once again - this time killing three innocent retired guards of the museum before making off with pieces of the cosmic treadmill.. It's clear that these three well-meaning men meant a great deal to Jay. The familiar look of loss resonates with Ray Palmer who recently has begun to feel like the avatar of death and personal loss. He asks Jay if he'd like to join him in pursuing Prometheus and Jay admits that he wants in but will need to stay behind for a bit to follow up on some leads of his own. But while Jay might be forced to regretfully decline, Freddy Freeman is more than happy to join in the hunt. Floating down from the skylight, he arrives fresh from Fawcett City and the scene of yet another Promethean ransacking. This time the villain and his assorted henchmen absconded with Zeta Beam technology from S.T.A.R. labs.

All across the country, Prometheus has been orchestrating his attacks. Metropolis, Ivy Town, Fawcett City and now Central City. Working with a team of second and sometimes third-string baddies, he's making a point of stealing key pieces of technology with no regard for human life or any spilling of innocent blood that may occur. Now it seems his trail of carnage leads directly to Gotham City. So of course, that's exactly where Ray and Freddy are headed next. Bidding Mr. Garrick adieu, they launch off into the night towards the home of the Bat.

They arrive to find the streets of Gotham littered with unconscious b-list villains. Three weeks into their hunt for super-villains, Green Lantern and Green Arrow were tipped off by Jason Bard to a massive gathering of Prometheus's henchmen and decided to take action. But the lingering question remains - why? Why amass such a giant gathering of sub-par underlings to pull of such a high profile string of heists? And is it possible that the man behind it all - Prometheus, is actually the man formulating the master plan in the first place? Assuming that is that there's a master plan to begin with.

It's been quite some time since Ray Palmer last laid eyes upon his former Justice League teammates. Having spent years combing the entire Multiverse, he's more than thrilled to finally see his friends again. But for a brief horrific moment it looks as though the celebration might be short lived. One of the 'b-listers' Javelin is none too happy with the condescending nature of his combatants and hurls one final projectile at the heroes. Luckily a familiar 'S' shield is there in time to intercept the spear, turning it into splintered fragments upon impact. But the hero in question isn't the Kryptonian everyone expects. Standing amongst the human debris, it looks as though Supergirl has just joined the team.

NOTE:
Closing out the issue was a five page character study on the Atom by James Robinson as well as a two-page story called "The Origin of the Atom" written by Len Win (with art by Mark Bagley, John Dell & Pete Pantazis; letters by Sal Cipriano and edits by Adam Schlagman).
