PLOT:
While on a routine trip to deliver the park's produce to the gates (as part of her agreement with Batman), Poison Ivy stumbles across a woman, badly
injured and dressed like a clown. Intrigued by her new visitor, Ivy takes the woman back to her base.
When the woman awakes, she reveals herself to be former Arkham psychiatrist Harleen Quinzel. Harleen explains how she went from Arkham psychiatrist Harleen Quinzel to Arkham inmate Harley Quinn all thanks to her deep and passionate love for the Joker.
After being caught letting the Joker escape again, Dr. Arkham has Harley's license revoked and
commits her to the asylum. When the earthquake strikes it opens up the door to Harley's cell and she finds the rest of the Asylum empty (see: Shadow of the Bat #82).
Harley makes her way into town and begins helping out the police until she stumbles upon a group of people who were obviously
incapacitated by the Joker's laughing gas. Re-invigorated, Harley runs off in search of the perfect outfit to wear when she re-introduces herself to her beau.
After deciding on her red and black jester's outfit, she finds Joker (or Mistah J as she calls him) at the Iceberg Lounge trying to negotiate with Penguin for supplies. Things are going badly until Harley steps in and uses her own brand of negotiating to convince Penguin to hand over the supplies. Harley goes one step further by securing the Tunnel of Love at the amusement mile for a new Joker hide-out.
It isn't soon afterwards that the Joker begins to feel a bit smothered however and he sends Harley skyward in a giant rocket which inevitably crash lands in Robinson Park (home of Poison Ivy).
Caught up to date and feeling a big of compassion for Harley, Ivy gives Harley a dose of serum which not only makes her immune to Ivy's natural poisons but also increases her strength and agility. Harley sets out to get Batman's attention.
When Batman responds to Harley's makeshift Bat-Signal she leads him to the amusement park and tells him of a plot to blow up a shipment of medical supplies coming into No Man's Land. Batman takes out Joker's guards but Harley delivers a giant mallet blow to the back of Batman's head so that she can have the Clown Prince of Crime for herself.
Harley's thirst for vengeance is soon forgotten when Joker simply apologizes for his behavior.
Her love is so blind that she is willing to forgive all of his transgressions. The two lovebirds flee the scene and leave Batman behind to nearly get blown to pieces when they detonate a bomb and blow up the Tunnel of Love.
Although the plot to blow up the medical supplies was nothing more than a ruse concocted by Harley, Batman realizes that Harley is still a threat. After having his wounds tended to by Alfred deep in the empty halls of Arkham, Batman sets back out to continue his quest for justice and vows not to rest until Joker, Harley and their ilk are safely back behind bars where they belong.
