PLOT:
The villains quickly surround Batman and begin to beat him to a bloody pulp. Dr. Arkham finally intervenes but it's too late - Batman appears to be dead. Fortunately the man behind the mask turns out to be none other than Arkham's former aide David Thurman. Arkham quickly retreats back to his office where he tries repeatedly to get in touch with officials but to no avail.

Meanwhile the inmates decide to use the last of the food supply to have a massive feast which in the cases of Solly Bean and Cornelius Stirk include the flesh of their fellow prisoners. Finally the Joker leads a charge to take down Arkham in his office.

In a last ditch effort to save his life, Arkham frees the inmates with the one condition that none of them go into Gotham City. Fortunately for them that may not even be an option as the news begins broadcasting the news - Gotham City will be shut off from the world and deemed "No Man's Land"!
