PLOT:
Once again Robin meets with Commissioner Gordon atop the Gotham PD building. The two look down upon a city in chaos - Penguin's rag-tag mob of villain impersonators have divided and begun fighting amongst themselves for control of Gotham. While Robin flies down to quell the violence below, the battle comes to a head at the Iceberg Lounge.

Penguin steps in and puts a stop to the violence before the warring factions destroy his club. He reminds them all that they are all part of one larger group and that group is lead by Penguin himself. Someone approaches Penguin with a package that was delivered from Johnny Stitches. Inside is a blood stained note from Stitches offering a sit-down. Along with the note is a pair of bloody glasses - Stitches has taken out Jessup and has apparently taken the man's eyes as his prize.

A little while later Stitches arrives at the Iceberg Lounge to find Penguin waiting for him with his now unified gang standing guard behind him. The confident and fearless Stitches passes a phone over to Penguin. The phone plays a video of Tobias Whale accepting the position of CEO with Kord Industries, a front for Intergang. With Penguin's rotund former enemy aligning himself with the rival camp, Stitches adds insult to injury by reading off a list of the gang members' families and threatens to hunt them all down. Stitches watches as they flee in terror and mocks Penguin saying that even his assassin in the Spoiler outfit has left his side.

With the tables officially turned Stitches makes Penguin an offer - get out of Gotham within twenty-four hours and he can keep his life!

Outside, Batman has finished delivering the beating to Vigilante. With the costumed "hero" left in a puddle of his own blood Batman has only one last mission to accomplish - take back Gotham City!
