PLOT:
Dick Grayson comes to and finds himself recovering from his gunshot wound in a clinic bed thanks to Riddler who brought him there. Riddler confesses that he knows that the man in the bed is Nightwing but although he now knows Nightwing's face, he does not know Dick's name. Dick asks about Leslie but Riddler says that to his knowledge there is no one named Leslie at this clinic. With Nightwing in traction, Riddler plans on picking up the slack in this new "partnership" by going and investigating the Iceberg Lounge, which is at the time a "ghost town" thanks to all of Penguin's troops currently attacking Tobias Whale's strong-hold.

Batgirl, Huntress, Robin and Wildcat all jump into the fray and begin to battle Penguin's forces but find themselves greatly outnumbered. A few of the new villains have found their way into Whale's base and hold him hostage.

Back at the Iceberg, Penguin's goons catch Riddler sifting through their garbage and bring him in to meet with Penguin. Penguin agrees to divulge his secret plan to Nigma but instead takes him to a room where the Femme Fatales are waiting for him.

As Riddler's screams of agony go unheard, Penguin makes his way over to Whale's stronghold. He finds his men successfully holding Whale at bay. Instead of murdering the rotund gangster, Penguin instead hands him back his harpoon weapon as a peace offering. Penguin extends his hand and offers a partnership to help combat the forces of Intergang which are rumored to be vying for Gotham next. Whale accepts.

Outside, Vigilante has arrived at the scene of the crime war and has begun picking off criminal after criminal with his rifle. As the gangs flee in terror, Vigilante mocks the cowardly criminals. His mockery is cut short however when he is caught off guard and taken down by Batman.
