PLOT:
At the meeting between Gotham's crime families Tobias Whale recounts Gotham's criminal beginnings back in the age before "masks" overtook the underground scene and forced the Whale family to flee to Metropolis. Whale proposes that the non-masks join together to form a commission of gang heads to make all criminal decisions from here on out. The first order of this commission would be to drive all the of the "masks" out of their city.

Bruce finds himself having to adjust to life within the halls of Blackgate prison, fending off constant attacks on his life. He is the only one who was at the meeting at the Iceberg Lounge who ended up here and he realizes that Penguin is in cahoots with Suicide Squad.

Tim is keeping an eye on Penguin and watches as Dick (under the guise of "Freddie Dinardo") interrupts a meeting between Riddler and Penguin about the underground railroad. Once again Tim finds himself as the point-man of the Bat-team and calls for help from the Birds of Prey. Tim is leaving his stakeout point at the Iceberg when he gets the funniest feeling someone is watching him - and someone is! Someone in the Spoiler costume is keeping an eye on the Boy Wonder.

Later at an undisclosed location, Scarecrow (with the new Ventriloquist, Sugar) holds a meeting between the "losers" of the crime scene - Lockdown, Killer Moth and Firefly. The meeting is interrupted by Scarecrow who after escaping from the fateful meeting at the Iceberg informs them all that Penguin is a rat who is betraying his criminal brethren.

Back at Blackgate a guard is paid off. Someone wants Matches Malone dead and they're hoping Matches' new roommate Zsasz will finish the job.
