PLOT:
When Two-Face is freed from a prison transport, Baman suspects the involvement of the mysterious new vigilante who carried Charaxes off from the monster's confrontation with Robin. James Gordon, whom Robin welcomes back to active duty as Commissioner, is concerned to see that Batman, Robin and Nightwing are on the case, and tells them that he suspects the vigilante may have various other prisoners. The police set up a situation which will attract the man's attention, and soon enough Lock-Up, a.k.a. former trainee police officer Lyle Bolton, is captured. But, he tells them, he won't tell them where his "jail" is, and unless they release him, all his prisoners will starve to death.
