SUMMARY:
It's been quite some time since Jean Paul Valley donned the mantle of the Bat and in that time he's become quite the adequate crimefighter on his own. Even still, Batman is slightly suspicious when Azrael contacts the Bat-Cave to alert Batman and Robin of a brewing threat. Someone has sent Azrael a video from a top secret government facility where biological research takes place. In the video, a man succumbs to a vicious strain of a virus known only as the Clench - named after the horrible way it disfigures your body before killing you. What's worse is that whoever sent Azrael the video says that the virus is on it's way towards Gotham! A voice analysis shows that Azrael is telling the truth so Bruce immediately heads to try and find a cure.

Meanwhile, residents of Gotham's ultra elite Babylon Towers housing complex learn of the virus's imminent arrival. They decide to quarantine themselves, sealing the doors of the building and cutting themselves off from outside contact as to minimize exposure. What they don't realize is that the person carrying the virus is one of the residents and they've just locked themselves IN with the virus instead of locking it out. When Batman learns that a vaccine might be able to be made out of the blood of a previous Clench survivor, word gets back to Gotham and all the way to Babylon towers. This triggers a spending spree as people try to bribe any and all available mercenaries to bring them back a survivor.

Because of this Robin must now also contend with Catwoman and a man by the name of Tracker who both are looking for one of the only known survivors of the outbreak. The first survivor is killed in a shoot-out, the second turns out to be insane and commits suicide. Finally the third survivor's blood is attained but by that point Robin has contracted the virus himself!

Back in Gotham Mayor Krol has returned to his roots of 'law and order' and he and new Commissioner Andrew Howe have decided that the best course of action is to cover the entire episode up. When word reaches the Governor's office of Krol's screw up, the Governor immediately sends in the National guard to qwell the citizens who are by this point rioting. Luckily former Commissioner James Gordon is on the scene and he is able to rally the people around constructive uses of their energies instead of rioting. He and Batman infiltrate Babylon Towers which have now disintegrated to the point of near madness as dying socialites run rampant through the burning hallways. Mayor Krol meanwhile comes to the startling realization that he himself has concocted the Clench!

As Tim lay dying in the Bat-Cave word reaches Batman that the survivor's blood is in fact of no use and a vaccine cannot be made. While everyone is preparing for the worst, Azrael analyzes the virus once again and realizes that he recognizes the viral makeup. Using the ancient texts of St. Dumas he is able to locate a cure for the Clench virus and sends it to Gotham. The cure arrives just in time to save both Tim and the other citizens of Gotham.

One of those saved is Mayor Armond Krol but while he may have his life he no longer has his job. Krol is fired and sworn-in in his place is new Mayor Marion Grange. Mayor Grange's first act as Gotham City mayor is to re-instate James Gordon as Commissioner. Krol meanwhile is sent off to lick his wounds and all of Gotham slowly begins to get back to normal... for a time.
