PLOT:
People in Gotham City began discovering skeletons (and other human remains) in odd places. After cemeteries beefed up security, fresh corpses began turning up. A former librarian, who began to hear voices of the dead after his mother died was attempting to transform Gotham into a library for dead bodies in order to quiet their voices. Batman tracked and stopped him before he could kill again.
