Preston Payne, aka Clayface 3, escaped from Arkham. Clayface 1 (the actor Basil Karlo) was released from prison. Clayface 3 fell from being hit by tranquilizer darts, but was rescued by a beautiful woman. Batman investigated; he found that earlier in the day, Clayface 3 had a visitor who appeared to be Looker (a telekinetic member of the Oustiders group). She turned out to be a forth Clayface (Clayface 4 or Lady Clayface). The Clayfaces (1, 3, & 4 - 2 died in the Crisis) banded together and plotted against Batman.
NOTE:
Instead of a cover date, this issue has "No 9" written where the cover date would usually appear. Typo or nefarious plot to confuse collectors?
