PLOT:
Commissioner Gordon contacts Batman to inform him that several ex-cons have recently disappeared. Batman impersonates Tom Horne, a convict about to be paroled. When he is released from the prison, the disguised Batman is met by a man called Smith who offers him a job in a secret facility.
Batman is taken to a factory in the desert where ex-convicts are given orders to build machinery. If they disobey orders, they are killed. Batman's cover is blown, but he summons Robin for help. Together with the ex-cons they take over the facility which was building weapons for the underworld. The leader of the operation, the Thinker, is accidentally killed during the fight.

PLOT:
While preparing for the trial of Tug Tobin, district attorney Larry Jordan is kidnapped by Tobin's gang. He escapes with Static's help, then rescues a key witness, whom Tobin's gang has also kidnapped. In the process Air Wave gets a black eye, so he can't appear in court as Jordan without giving away his secret identity. Using his radio specialty, Air Wave conducts his prosecution by speaking through his assistant inside the courtroom. He then gives the police clues to find the penthouse, where he was held captive. Then he returns to the penthouse as allows the police to find Larry Jordan.
