PLOT:
While visiting the library, Bruce Wayne and Dick Grayson witness Inspector Laurence get injured by a falling statue. The statue was pushed by the Phantom of the Library, a convicted killer and ex-librarian hiding under the building.

Batman and Robin discover the Phantom is Todd Torrey. Inspector Laurence was the man who sent Torrey to jail. Batman suspects Torrey will also target Judge Logan, so he agrees to come with the judge to the library. Torrey strikes again, but Batman and Robin stop him from killing Logan. Torrey dies in the battle, ending his revenge plot.


TITLE: No Miracles for Muggs

PLOT:
Air Wave overhears three men at a local garage who need help getting their car started. When the attendant explains that he has no extra battery, he jokingly tries to start the engine with magic. Unseen by anyone, Air Wave makes the engine start remotely.

The men, who are really crooks, return later and kidnap the attendant, believing that he possesses magic powers. When Air Wave hears about the disappearance, he tracks down the crooks and the missing man. He briefly continues the charade, to make it seem that the mechanic has magical talent, then Air Wave defeats the crooks.

TITLE: The Legal Pickpockets

CHARACTERS: Slam Bradley; Shorty Morgan

PLOT:
A wave of pickpocketing strikes the city. Slam and Shorty witness a man getting his pocket picked and intervene. However, when they capture the crook, the victim claims that his pocket wasn't picked. Slam is forced to turn the thief loose.

Later Slam witnesses another pickpocketing attempt. Once again he stops the crime only to have the victim vouch for the thief. Puzzled, Slam follows the thief back to his hide-out where he finds master pickpocket, the Dipper. Slam is caught by the crooks, but escapes his bonds and manages to subdue the gang. He also learns that the pickpocket victims were part of the gang. The thefts were part of training operations for the crooks.

TITLE: Meet the Commandos from Nippon

CHARACTERS: Boy Commandos; Andre Chavard; Brooklyn; Alfy Twidgett

PLOT:
The Boy Commandos are assigned to protect Admiral Bulldog Mitchell from assassination. The Japanese send their own Commandos to kill the Admiral. Each of the assassins strikes. In turn, each of the Boy Commandos protects the Admiral, then defeats his opponent. Despite the Admiral's distate for having added security, the boys successfully complete their mission and keep Mitchell safe.
