PLOT:
Atom, Donna Troy, Jason Todd and Monitor 'Bob' are attacked on a world in the nanoverse while looking for Ray Palmer. The fight continues until the people realize that the group are friends of Ray's. They tell them that Ray did pass through the world, very sad. They suggested a place with powerful magic that could change his situation.
In Metropolis, a newstand owner is telling Lois Lane about a hero named Mr. Action who has just saved him from robbers. Mr. Action could stretch, run fast and shoot porcupine quills from his body. Jimmy Olsen shows up late to the interview with a flimsy excuse for his absence.
Mary Marvel has stolen aboard a cruise ship to see Zatanna who is performing there. She is thinking of Zatanna as a possible mentor. Mary is thinking increasingly violent thoughts in dealing with people for even minor transgressions.
Holly Robinson watches Harleen turn away a homeless woman and her son who have asked for a room at the Athenian Women's Shelter. When confronted on this, Harleen tells Holly that the shelter's mission statement is very strict on who can stay there.
On Apokolips, Darkseid is surveying his newest group of parademons. Darkseid is strangely quiet because he is sad that his sons don't show him the same respect that his soldiers do. When his concubine comments on seeing this tender side of him, he kills her, not wanting anyone to see he has weak moments. Outside his viewing area, someone working for New Genesis is sneaking around looking for any evidence that Darkseid killed Lightray. Not finding any he decides to travel to Earth, the scene of the crime.
Pied Piper and Trickster go to see Penguin at his Iceberg Lounge and ask him for temporary sanctuary. He is hesitant because so many criminals have disappeared lately so he doesn't want to be associated with them. He finally relents and lets them stay in the cellar. Unknown to them, Oracle has a camera in the cellar and notifies the Question that she has located the pair.

In this story, the Monitors discuss the Multiverse and some of the Earth's under their supervision.
There used to be just one Monitor but, with the recreation of the multiverse, there is now 52, one for each universe. They are debating what to do with those people who crossover from one universe to another. Some of the Monitors fear that by not keeping a balance between the worlds, a crisis may occur.
