PLOT:
Batman arrives in Moscow a strange man in an even stranger city. Though it's still true that criminals the world over are a cowardly and superstitious lot, here in Moscow, Batman is no longer the scariest thing to creep in the night. The criminals are not afraid of him. They're afraid of something else. They're afraid of the Tsar. So much so in fact that the mere mention of the Tsar's name brings an otherwise calm and rational man to turn his own weapon on himself and blow his face off! The question on Batman's mind is why.

Luckily the police in Moscow are no more adept and catching the Batman than the police in Gotham ever were and as such he's able to escape into the night and return to his hotel. There ironically enough he soon finds himself in the company of the Chief of Police General Lukzov. It seems that his arrival (or rather the arrival of his alter-ego, Mr. Bateman) has drawn quite a lot of attention. But it's something else that's bothering Lukzov. Something far more sinister. Later that night, as he says goodnight to his wife and daughter, the General can't help but feel like something has come to town. Change. And in his line of work, change isn't always a good thing.

No one knows this better than the Tsar. Moscow has certainly known it's share of invaders. And he uses this fear and xenophobia to work Fyodor into a rage. Since Batman began making his rounds, slowly encroaching on his territory of Moscow's number one boogieman, the streets have been a buzz with debate. Who would win? The Bat or the Bear? And Fyodor can hardly wait to find out. It isn't long before he gets his chance.

When Batman makes a move against the Russian underground, the Tsar is waiting for him. Staring into the Bear's glowing red eyes, Batman finally understands why all of Moscow is afraid of the Tsar. All the illegal action and gunfights grind to a halt as everyone's attention is diverted to the fight between the two creatures of shadow. Bruce tries with all his might to convince Fyodor of his intentions but the growling hulk with have none of it. Their battle sends both men crashing through the floorboards, touching down several feet below in the underground sewer system. There lies in wait yet another countermeasure. A blinding spotlight in his eyes, Batman can still make out the shape of an entire battalion of armed Russian soldiers waiting for him. There in the intense white light, the creature of the night prepares to stand his ground.
