SUMMARY:
Following his return to duty, Bruce realizes that he is still not quite ready to take on the role of Batman full-time. In order to give himself more time to recuperate, he turns to the person he now feels he should have turned to in the first place - Dick Grayson.

Dick accepts but quickly begins to wonder if he is indeed over his head as he takes on the likes of Killer Croc, Scarface and Ratcatcher. But worst of all, Dick is forced to confront his memories of his greatest failure as a crimefighter (Robin: Year One) when he comes face to face to face with Two-Face.

The criminal justice system in Gotham is still reeling after the events of Knightfall so when Two-Face hacks Gotham's records department it turns the city upside down. Blackgate is flooded with inmates both guilty and innocent which causes a riot at the prison. Although Tim and Dick are able to eventually stop Harvey, the damage he's done to the legal system has caused several criminals to go free which Dick and Tim must now recapture.

After taking care of the escapees, word reaches Batman and Robin that a new vigilante is in town wearing a winged suit of armor. Immediately thinking that Jean Paul Valley has returned to his old ways, Dick goes out to find him. But while Dick is tracking down Jean Paul in a homeless shelter in Gotham, Tim is finding that the new vigilante is someone named Steeljacket and he wants to destroy Robin!

While Robin is taking down Steeljacket, Dick has decided to return to the Batcave having learned that Jean Paul Valley was not behind the new vigilante attacks. Waiting for him there is none other than Bruce Wayne himself ready to return to battle! Before he can re-don the cape and cowl however Dick Grayson has some choice words for him. He vents his frustration over Azrael's appointment as Batman in the first place but Bruce explains that his decision was made to protect Dick - not to exclude him or express any lack of faith. When Tim returns from defeating Steeljacket he is enthused to find Dick back in his Nightwing outfit and Bruce dressed as Batman.

But while things are appearing to get back to normal a new and treacherous front is beginning to move into Gotham. Tim learns through his girlfriend that the dangerous Russian Troika mob is in town and in league with KGBeast!
