I saw the Pilot and the second episode and they sort of stunk. The Pilot did have Batman at the begining or maybe just the opening credits and that was it. They should have had Batman in cameos more often. That and hire better writers.
It got better as the show went on, the early episodes were kind of rough. I have a hard time blaming the writers, though: they were told to make a BoP TV show, but not mention things like Batman or Gotham City (they could only refer to it as "New Gotham" ), nor could they use any of a thousand other details that make the Batman/BoP universe.

I thought Birds of Prey was a good, if flawed, effort at a live-action Gotham show. I would have much preferred the show adhere to the comic, and I disliked seeing Catwoman/Selina Kyle being bumped off, natch.
Otherwise, it was otherwise a decent show. It really did improve as it went on, too. And I have pages on the show itself, as well as Maggie Baird (Catwoman) and Ashley Scott (Huntress) on my Catfan site.
