I have this question to ask. Why the following was considered "forbidden" from appearing on Justice League and JLU?
Black Lightning
Plastic Man
Capt. Marvel
Well, I would guess the word black in Black Lightning's name. What did they change Black Manta to in the episode he was in? Dark Fisherman? I can't remember right now. Black Lightning was on the Super Friends, but they called him Black Vulcan or something like that.
Plastic Man. That one I can't explain. I think that that character has always been owned by DC. Maybe because they included Elongated man, and he is pretty redundant.
Captain Marvel is not supposed to be called that in any titles because of an agreement with Marvel from a while back. He was in an episode of JLU though, but I can't remember what they called him.

they actually did call him Captain Marvel in JLU...Lex Luthor brings him in as his "personal associate / justice league member" or something along those lines
