PLOT:
If Bruce Wayne was not Gotham's golden son before, he certainly is now. And it's all "thanks" to Tommy Elliot and his philanthropic ways. Making endless donations to charities, attending functions, even stopping to give hugs to little children. His latest expenditure is renovating a building down on Factory Row that is almost as inextricably tied to Gotham's history as Batman himself. Known at times as the Monarch Playing Card Company or the Ace Chemical Plant, the factory building rumored to be the birthplace of the Joker himself is being re-opened as the The Monarch Card and Novelty Company. And it's all thanks to a giant grant from the Wayne Foundation. Which is fantastic for the community, but they don't know "Bruce's" secret. And those that do are less than pleased.

During an impromptu rooftop meeting, Tommy makes it perfectly clear that if they'd like to keep Bruce's real secret beneath Wayne Manor quiet, they'll have to refrain from exposing him. And Dick realizes he has a point. Amidst all the recent chaos, Gotham needs a public figure to latch onto and inspire them, give them hope. And for now, Bruce Wayne is that figure. But, Dick stipulates, that any and all of Tommy's future spending sprees will have to be approved by a specially appointed group of Wayne trustees. Figuring he has nothing to fear from a group of dowdy looking business men, Tommy agrees.

That evening, as he retires to his childhood home at the old Elliott Estate, Tommy finds that exact group of business men there waiting for him. But not everything is as it seems. soon the glamour is stripped away to reveal that the board members he'll be reporting to are actually members of the Justice League and Outsiders. Some of them (like Katanna) with little qualms with permanently silencing Dr. Elliott should he step out of line.

Meanwhile, across town at another one of Gotham's landmarks in the midst of renovation, Black Mask calls for a meeting with Victor Zsasz at the Iceberg Lounge. In exchange for letting him live, Penguin has entered into an agreement of forced servitude for Gotham's new top dog. And being a man of such importance to the criminal underworld, Black Mask has not forgotten how Victor saved his life from Garfield Lynns before. As a token of appreciation, he hands Zsasz a suitcase full of cash. His to spend whichever way he wants in this newly revitalized criminal empire. Perhaps, as Black Mask suggests, it is time for a new look for Mr. Zsasz.

Victor agrees and makes his way to find a tailor. In no time he's outfitted in the very finest of sophisticated looking suits complete with gold personalized cufflinks and brand new sunglasses. In fact, the only thing non-designer made item on him is the bandaid placed over the latest hash mark he carves into his skin after murdering the tailor. If clothes do make the man, then Victor Zsasz stands a new man. And a new day begins for one of Gotham's most notorious killers.

PLOT:
With a knife blade digging into her throat, Kate Spencer has very little options in front of her. Luckily she has one thing that Jane Doe does not - a seatbelt. So, going at full speed, she rams her own car into a tree, sending the skinless murderer flying through the windshield. Shaking off the daze of the crash, Kate makes her way outside of the car toward the trunk where her Manhunter gear and power staff are located only to realize she's lost her keys!

Stuck in her civvies, Kate takes off through the woods in search of civilization, trying her best to stay out of the grasp of Jane Doe. But just as things looked their bleakest, Kate finds a familiar face waiting for her in the woods. Thanks to the Oracle's forethought of placing tracking devices in everyone's civilian vehicles, Huntress is able to arrive on the scene with Kate's power-staff in tow.

One blast from the bo is enough to incapacitate the killer and allow Kate to take her into custody.
