Arkham Asylum is running itself into the ground as fewer and fewer workers show up for their shifts and medication, food, and electricity begins to run scarce. Meanwhile, Joker is humiliated by Waxman when Waxman's new friend Pinhead
dumps a bowl of food on Joker's head. Joker (still wearing the bowl on his head the entire issue) instigates a fight between Killer Croc and Pinhead and then alters the medication charts for the two. Finally he comes to Jeremiah Arkham with a proposal -
a grand battle between the prisoners a la Roman coliseum times.
After Batman sneaks into Arkham Asylum he sees that it's not just Gotham City that is in shambles. With Senator Hallivan dead, Gotham City appears to be doomed as the congressional hearing over
proposed government funding of Gotham's rebuilding efforts looms near. But what if someone else stepped up to beg for the help for Gotham? It looks as though Gotham's best and only hope might be Bruce Wayne himself.
