PLOT:
Robin has been missing in action for three days following the warehouse explosion. Having barely survived the blast, he suffers from massive third degree burns over the entire back portion of his scalp. While Alfred tends to his burns, he continues to build the chaos mapping program into the Bat-Cave in an attempt to gain some kind of insight into (and thus control over) the chaos. In his absence, Anarky has been continuing his criminal wave of destruction - going so far as to blow up the Iceberg Lounge! But is this the same costumed vigilante that once took on Batman?

As the press and police begin to pour into the scene at the Lounge, Anarky retires to his hide-out where he unmasks himself, revealing himself to be none other than Ulysses Armstrong. Keeping the former Anarky (Lonnie Machin) in a state of paralysis and able to communicate only through computer, Ulysses prepares to start a new age for Anarky. Gone are the so-called "left wing liberal ways" of the old guard! Armstrong plans to orchestrate all of this chaos so that in their frightened panic, the people of Gotham turn to him to govern their lives through martial law. Lonnie continues to help Ulysses simply because he feels he has no other choice.

But Lonnie isn't the only player in town left without any other choices as Assistant District Attorney Vanessa Rios is forced to let Cavallo and Wise walk due to "extenuating circumstances." Luckily it would seem as though Jason Bard and Officer Harper are concocting a plan to get them back behind bars sooner rather than later.

With Cavallo and Wise off the hook, the 'blue-flu' seems to be receding but Gotham's problems are far from over. The gang war continues to rage on with Spoiler taking to the streets to try and quell the violence. She follows the gang leaders as they all converge in a secret meeting at a local pizzeria to discuss a potential truce. The meeting, orchestrated by Anarky, naturally devolves into chaos and Stephanie Brown swings in to try and put a stop to the fighting. Before the brawls can go too far, Anarky arrives on the scene, the panic and uncertainty brought upon by his mere appearance causing the gang leaders to flee out of fear. The gang members and Spoiler are barely out of range when a bomb that Anarky had placed inside the pizzeria detonates, sending everyone flying.

As word of the explosion spreads across Gotham, Gordon and Harper head towards the scene. Tim's chaos mapping program has correctly predicted the path of this "urban tornado" and now Tim begins to make his move. Despite Alfred's protests, Tim leaves to take on Anarky. Donning a modified version of the Red Robin costume that he retrieved from the warehouse prior to the explosion, Tim confronts Ulysses and prepares for the final showdown!

NOTES:
  • If you look closely, the chat transcript between Ulysses and Lonnie Machin that Tim retrieved from the warehouse contains the phrase "Help me Obi W..." the beginning to the famous phrase from the Star Wars movies.
  • Amongst the images of Anarky that Tim has pulled up on the Bat-Computer screen there is also two fairly popular images usually associated with the online group "Anonymous" which shares a world view very similar to the Anarky's (Lonnie Machin).
