ORIGINAL SOLICITATION:
Facing some of the toughest criminals and monsters known to man is nothing compared to dealing with your on again/off again, back-from-the-dead girlfriend’s enraged deadbeat dad! A not-so-happy reunion puts Robin between Spoiler and Cluemaster and this time, he’s not so easy to get rid of.

PLOT:
After taking out their leader Dublin, Jason Todd makes himself the leader of the Blackgaters. Along with the Batboys, the Five Fingers and the Sirens, Jason is quickly gaining control over almost all of the gangs in Gotham. Robin makes an arrangement with Ketchum, the leader of the Sprang Soldiers to alert him whenever Jason Todd makes his move to take over their territory as well. However when Todd does show up, it appears as though Robin isn't the only one who gets the memo. Ragman (Rory Regan) receives word of the gang turmoil and phones the lead into Cavallo and Wise who decide to take this opportunity to show the gangs who is really in charge.

Officer Harper, having installed a bug in the crooked cops' phone, relays the message to Robin. Tim however is a little pre-occupied at the moment trying to get some information out of Penguin. After taking out Cobblepot's guards, Tim wonders what he did to receive such a warm welcoming. Penguin responds by accusing Tim of stealing back the money he had paid Penguin to track down Batman. While Tim didn't steal the money, whoever did made a point of leaving behind a Robin bat-arang as their calling card in order to frame him.

Tim breaks up Jason Todd's gang rally before challenging the man himself. Jason reveals that his hostile take-over of Gotham's gangs is all part of a much larger plans to weed out the corrupt cops and ultimately place control of Gotham's gangs in the hands of the good cops. Tim decides that no matter how altruistic Jason's motives may be, he needs to stop him.

After a brief but explosive battle in which Jason endangers the lives of the gang members he is supposed to be taking leadership of, Jason gets the upper hand and holds Tim at gun point. Robin is saved by a mysterious character wearing the Red Robin outfit that Jason Todd had thrown away in Metropolis. But if Jason Todd isn't Red Robin, then who is? The distraction is enough time for a bitter gang member to shoot Todd in the leg and stop him from getting away. The police arrive and take Jason Todd into custody.

Holing up in the Hotel Coronet, Spoiler apparently turns to the person whose last run-in with the Bat-Family cost her the Robin mantle - Scarab! In exchange for a large sum of cash, Spoiler sends Scarab out with one mission - kill Robin!
