Two GCPD accidentally killed a homeless girl while roughing a man up who'd not paid them their protection racket. After being questioned, they met up with another dirty cop asking them to steal something out of evidence for Black Mask. They got Corrigan to grab it. When they were asked to deliver it, they jumped at the chance to make a good impression on the new mob boss.
Poison Ivy - not Black Mask was there to meet them. She killed them for killing one of her orphans.
