Police were called to help a boy who was being bullied by another he'd told on at school (resulting in expulsion). They found the boys in an abandoned building. The bully had gotten into some glowing goo that was burning him. The cops got him out and en route to get medical attention. The other boy tried to jump away from it, and inadvertently knocked another chemical into it, causing a fire. The officer caught flame getting the boy out.
Allen and Montoya were put on the case. They interviewed the boy - the fire was not hot. It didn't climb the walls. They discovered Albert Desmond - Dr. Alchemy - was behind the chemicals.
