Commissioner Akins ordered the signal removed from the roof of police headquarters. The rest of the force debated whether or not he was ever "on their side." Akins refused to put it back up, even on orders from Mayor Hull. While it was being removed, the workers accidentally destroyed it.
Batman confronted Akins in the precinct parking lot - he told him he was making a mistake.
