As they creep back towards their old hideout under the cover of rainfall thanks to Weather Wizard, the Rogues notice one meteorological anomaly not being caused by Mardon - bolts of lightning continuously streak across the night sky. After making their way into the hideout, the Rogues are shocked to find their headquarters occupied by a bunch of low-level thugs. After taking care of their unwanted company, the leader of this new pack, Axel "Trickster" Walker shows up.

Walker is shocked when he finds out that his heroes don't share his enthusiasm over the death of the Flash. As a matter of fact, Captain Cold informs Trickster that the Rogues have returned to Keystone City to close up shop - the Rogues are dead!

So unafraid of losing points with the criminal underground - Captain Cold sends a message on behalf of the Rogues to officially renounce Libra's Secret Society of Super Villains. They've already felt the heat from killing a hero and are in no rush to re-live the experience. Besides, Cold asks, where were all of these fellow Super-Villains when every super-hero on Earth was after them when the Flash got killed?

The death of Bart Allen continues to reverberate through the lives of others throughout the city as well. Former Rogue Pied Piper makes his way to the 242nd Precinct to attempt to clear his name. His only problem seems to be that the only other person who knew that he was working undercover at the time of Allen's death - the first Trickster, James Jesse - is himself dead. Meanwhile, the widow Iris Allen is looking through photographs of her lost husband when another bolt of lightning crashes behind her. Something very familiar about the lightning seems to catch her attention...

The source of at least some of those bolts of lightning reveals himself as a fiery burst of light crashes through the Flash museum and frees Inertia from his suspended animation prison. After watching Inertia murder the attending guards, Professor Zoom finally reveals himself and informs Inertia that he has been chosen as the new Kid Flash!

Word of Inertia's escape travels across town quickly. It seems as though the return of the man who caused the Rogues' all of their stress is too much for the blue collar criminals to pass up. The Rogues' aren't dead yet - they've got one more mission in them - REVENGE!
