PLOT:
Batman and Robin track down the Penguin by starting an umbrella repair service. They learn the location of Penguin’s hideout and capture his henchmen, but the Penguin himself escapes.
The heroes soon track Penguin down again, this time when he gives away free umbrellas to the public. This time they fall into a trap when they try to catch the crook. Batman manages to free himself and Robin, then they set their own trap for Penguin using his own umbrellas. When Penguin returns, he trips on the umbrellas and becomes trapped. Batman then turns him over to the police.
