PLOT:
Criminal boss Larry the Judge orders the underworld criminals to only commit crimes for which he issues them a license. On one such crime at the residence of Commissioner Gordon, the burglary is broken up by the Batman. The Judge then issues a license to kill Batman and sets a trap for the Caped Crusader. He succeeds in capturing Batman. However Batman signals the police and in the confusion defeats the Judge and exposes him as financial planner J. Spencer Larson.
