PLOT:
Monarch's forces prepare to stand off against Lord Havok but Monarch stands down and orders his troops to leave. He has other plans. Dr. Dreamslayer questions Lord Havok but will not stand up to him.
Back in the past, before he was he was an Extremist - he was just a soldier. When his limbs were blown off in the Iranian War, he was operated on and turned into the
supreme fighter, Tracer. Tracer joins an elite squad with Americommando but cannot be ordered to stand down. The government activates a chip in Tracer's head to kill him but he is saved when Lord Havok shows up and removes the chip and asks him to join the Extremists.
Monarch sends an army of fighters to meet up with Tracer and kill him. The group beats him and leaves him hanging by Bizarra's golden lasso for dead.
NOTE:
The events of this issue take place between Countdown #29-27.
