PLOT:
Joker, back in Arkham Asylum, was questioned by Oracle behind opaque glass. She asked him about his UN speech, where he stated ten million people in New York would die if the US didn't back out of Qurac. Oracle raised the glass to show him that he wasn't in Arkham, but in Brooklyn - Black Canary and Power Girl had grabbed him as he left the UN building. Oracle contacted the Feds about the warheads preparing for launch against New York.
