PLOT:
Shancoe leaves a badly wounded Gordon behind at his house as he sets out to intercept the Joker's prison transport van. The van itself is woefully understaffed and given no back up in an effort To avoid giving the deranged clown anymore publicity. After T-boning the van, Shancoe gets out of his car, executes the police officer behind the wheel and the prepares to execute the Joker.
When Batman naturally shows up to stop Shancoe from murdering again, he realizes that Shancoe had really been after him all along. Shanco detonates a hidden explosion knocking Batman off his feet. As he proceeds to wrap a noose around Batman's neck, Shancoe justifies his actions saying that Batman only creates and facilitates madmen like the Joker. As Shancoe continues to pontificate, the Joker regains his footing and knocks the crooked cop over the head.
Although he initially goes to escape, the urge to try and kill Batman proves too great to resist. As the Joker prepares to put a bullet in the Dark Knight's head, a bandaged but still very much alive Jim Gordon arrives and takes Joker out of commission. Left with no better alternative for housing the Joker, the city decides to open up the Arkham Asylum with the Joker as it's first prisoner... and Shancoe as it's second.
But Shancoe and the Joker are not alone for very long. The city's crime wave continues to escalate and Batman knows that it won't be long before the Joker somehow escapes from Arkham. But as he delivers yet another new super-crook by the name of The Riddler to GCPD Headquarters, Batman begins to come to terms with his existence as the World's Richest Garbage Man. He vows to do his best to keep the true trash off the streets.
