PLOT:
The crime vacuum that developed following Batman's absence is quickly getting out of hand. At the Iceberg Lounge, members of the 'old guard' of Gotham City criminals- Mr. Freeze and Killer Croc are tearing
the nightclub to pieces battling the Intergang usurpers. Dr. Kirk Langstrom steps in and, using his abilities as Man-Bat, quells the violence between the two factions. Impressed with his actions, Batgirl arrives and asks Langstrom for a favor.
Across town, Johnny Stitches is taking a more sophisticated approach to Batman's disappearance. His underground superhero gambling den is currently running three-to-one odds on the Dark Knight being dead, with 10-1 odds that he simply went on vacation. Things seem to be running smoothly
at this den of iniquities before Vigilante arrives on the scene. Using his pistol to blow the doorman's brains out the back of his head, Vigilante is obviously not trying for the covert approach.
Unfortunately for him, another costumed vigilante is also trying to spy on the gambling ring. Spoiler, using her invisibility cloak, attacks Vigilante before he can cause more trouble. Vigilante, assuming Steph is working for Stitches, sets out to kill her before she explains to him that she was only working
in cooperation with the criminals in order to gain information on them. It's at that moment that Batgirl arrives and offers them a proposal.
Back at the Bat-Cave Cassandra has been compiling a list of names. With Batman gone and the Outsiders disbanded, Cass believes that one hero cannot fill in the gigantic void left behind. She theorizes however that a team of heroes, each specializing in one trait that
Batman had possessed, could be the answer to Gotham's salvation. There's only one obvious candidate left off of Batgirl's list - Nightwing. Batgirl explains to Alfred that with their past differences, she didn't think that Dick would understand her intentions.
But as he lurks in the shadows of the cave, Nightwing does not seem too pleased being overlooked.
