SUMMARY:
Years ago, while Dick Grayson was off on an "educational holiday" Batman was forced to tackle his 'opposite' - a man by the name of Wrath. Wrath had become obsessed with killing police officers after a rookie Jim Gordon accidentally killed his parents. (Batman Special 1984) He returns to Gotham to attempt to exact revenge on Gordon but is thwarted by Batman. In the end, Wrath falls to his death leaving everyong puzzled as to his true motives.

Now someone wearing the same Wrath outfit has begun once again killing police officers and targeting Gordon. Wrath kidnaps Grayle Hudson, the girlfriend of the original Wrath and then shows up to kill Gordon at his own house.

After Wrath blows up Gordon's house, Batman tracks him down and demands to know his reasoning behind his actions. It turns out that Wrath and Batman share even more than a similiar costume and background. Both of their parents had been murdered on the same day.The Wrath standing before him however is named Elliot Caldwell. The original Wrath had been so obsessed with Batman that he even attempted to mimic Batman's use of a sidekick. After kidnapping Caldwell as an orphan he trained him as a partner as well.

Batman and Nightwing chase Wrath back to an airport control tower. Nightwing rescues Grayle while Batman goes to confront Wrath. In the end, Wrath realizes that the Dynamic Duo possess some intangible quality that he and his mentor could never replicate. He is taken down by Batman and sent to Blackgate.
